New Mexico has a complex gambling background. When the IGRA was passed by Congress in 1989, it seemed like New Mexico might be one of the states to get on the Amerindian casino craze. Politics assured that wouldn’t be the case.
The New Mexico governor Bruce King appointed a working group in Nineteen Ninety to create an accord with New Mexico American Indian tribes. When the task force came to an agreement with two important local bands a year later, the Governor refused to sign the agreement. He would hold up a deal until Nineteen Ninety Four.
When a new governor took over in 1995, it seemed that Amerindian betting in New Mexico was now a certainty. But when the new Governor passed the contract with the Native tribes, anti-gaming groups were able to tie the deal up in the courts. A New Mexico court found that the Governor had out stepped his bounds in signing the accord, thereby costing the government of New Mexico many hundreds of thousands of dollars in licensing fees over the next several years.
It took the Compact Negotiation Act, signed by the New Mexico government, to get the process moving on a full contract between the State of New Mexico and its Indian bands. Ten years had been burned for gambling in New Mexico, which includes American Indian casino Bingo.
The non-profit Bingo business has increased since Nineteen Ninety-Nine. That year, New Mexico not for profit game operators brought in just $3,048 in revenues. That climbed to $725,150 in 2000, and surpassed one million dollars in 2001. Not for profit Bingo earnings have increased steadily since that time. Two Thousand and Five saw the greatest year, with $1,233,289 earned by the operators.
Bingo is certainly popular in New Mexico. All sorts of operators try for a piece of the action. With hope, the politicians are done batting around gambling as a key factor like they did in the 90’s. That is probably wishful thinking.
